Description:
BLM-CO - Potholes Road Improvement - Amend 2 The purpose of this amendment is to document the pre-bid site visit. The site tour was held as advertised on a sunny nice day, but with snow on the ground. So the actual site was not visited. We were able to drive up to the entrance to the recreation area. If you have any questions, email them to the POC no later than COB on 14 January to get them answered in one more amendment. This is a solicitation for roadwork in accordance with the attachments. The Government estimates the rough order of magnitude for this project to be between $25,000 - $100,000. A. Description of Work: Furnishing labor, equipment, supplies, and materials, to grade and shape and existing road and parking areas, install crushed aggregate surfacing onto the prepared roadways and parking areas, and install rock barriers. B. Location: Work under this Contract is located in Mesa County, Colorado. The work locations are shown on the drawings. Pre-Bid Site Tour: A hosted pre-bid site tour is scheduled for 6 January at 10:00, weather and road conditions permitting. Meet at the at site - Junction of DS 9 8/10ths Road and Potholes Road shown on the map. Basic Contracting Requirements: 1. Active Registration - www.sam 2. Davis-Bacon Act Wage Requirements for Mesa County, CO 6. Bonding - Bid (20% of total bid), Performance and Payment 7. Possibility of new COVID-19 Safety Protocols - https://www.saferfederalworkforce.gov/ 8. Total Small Business Set - Aside for NAICS 237990 - Size Standard: $39.5M 9. Award Basis - Low Price Technically Acceptable with a through review of your technical response. Minimum Requirements for a Responsive Quote 1. Filled out, priced and signed SF1442. 2. Technical Proposal - see important note below. 3. Bid Bond - 20% of total price. Note: For a sufficient technical response, you must provide a detailed and tailored plan addressing this specific project which lists your resources, equipment, personnel, recent and relevant past performance, plan of operations, supervision plan, safety plan, etc. A simple recap of the SOW or blanket statement of "will comply with SOW" is not adequate and will most likely be deemed "not technically acceptable".
