Global Advisory Sources Sought Notice This is a Sources Sought only and in no way obligates the Government in the award of a contract. Any information submitted in response to this Sources Sought is strictly voluntary. Currently, there is no solicitation package available. This Sources Sought is issued for the following purposes: Receive industry comment on Attachment 1: Draft Statement of Work (SOW). Determine market interest, feasibility, and capability of sources. Identify capable small business concerns that can perform this requirement. The U.S. Department of State’s (DOS) Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) support U.S. foreign policy goals globally through a variety of programs and policies designed to bolster peace, security, and regional stability. These programs are primarily funded through Peacekeeping Operations (PKO) and Economic Support Funds (ESF) foreign assistance funds in support of partner nations’ ability to improve their security institutions and associated operational capabilities. AF/RPS and PM/GPI have ongoing needs for Professional Support Services, including advisory and reporting services, outside the Continental United States (OCONUS). The DOS Office of Acquisition Management (AQM) anticipates awarding a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts with an estimated maximum of $150 Million per year for this requirement. See Attachment 1 – Global Advisory Draft Statement of Work (SOW) for details. All interested businesses, regardless of size, may submit a response to this notice. DOS welcomes the participation of qualified Joint Ventures and encourages teaming to ensure an effective solution. Small Business that are in or are considering Joint Ventures are encouraged to respond to the Sources Sought. A response to this Sources Sought will not be considered an adequate response to any forthcoming solicitation announcement and the Government will not provide a debriefing on the results of this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information requests. All information submitted will be held in a confidential manner. Attachments: Attachment 1 – Draft Statement of Work (SOW) Submission Requirements: Interested companies must demonstrate their ability to perform in accordance with the draft SOW by submitting a brief capabilities package consisting of no more than 10 pages in length. Late responses will not be accepted. Submissions must be emailed to Contracting Officers Adam Butler (ButlerAH@state.gov) and Jocabed Domingue(DomingueJ@state.gov) and Contract Specialists Michael Nelson (NelsonMD@state.gov) and Justin Rautenbach (RautenbachJ@state.gov) no later than 1 PM Eastern on January 26, 2022. Responses shall at a minimum include: Company name, office location(s), DUNS Number, CAGE Code, and POC information (Name, Title, Phone Number, and email address). A statement identifying whether your company is a small business to include your socio-economic category and whether your company’s System for Award Management (SAM) account is active. If you intend to develop a Joint Venture (JV) in response to this requirement, please describe the nature of the JV and its members, indicating the Managing member. List relevant experience within the last three years including the following: Contract number(s), contract period of performance dates, names of individuals responsible for the referenced contracts/projects, the general type of work conducted, and current contact information for those individuals (Names, Phone Numbers, and email addresses); A statement identifying whether your company has or has not supported contracts Outside the Continental United States (OCONUS), and a list of countries where your company has conducted work during the last three years; If you were a subcontractor, identify the work your company actually performed as the subcontractor; If your company does not have relevant experience, state “none” for your relevant experience. A statement explaining your company's ability to recruit qualified personnel, vet them, and facilitate the clearance process. A statement explaining your company's ability to deploy personnel overseas and to support them living/working overseas. A statement explaining your company's ability to provide program management including reporting and monitoring and evaluation. A statement on what type of contract your company believes would be the best for this requirement as described in the draft SOW. A statement identifying if your company can accommodate a cost type contract. If applicable, provide comments to the draft SOW. Upon review of industry response to this Sources Sought, the Government will determine whether a set-aside acquisition is in the Government's best interest.
