Pursuant to, FAR 13.106(1) (b), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS), Division of Health Care Statistics (DHCS) maintains a hospital-level frame file that contains records for all the hospitals in the United States. The list of hospitals is used to update the sampling frame and calibration of estimates for two DHCS hospital surveys: the National Hospital Care Survey (NHCS) and the National Hospital Ambulatory Medical Care Survey (NHAMCS). The hospital frame file is updated every three years to capture information on newly-constructed hospitals and to identify hospitals that are no longer in service. A hospital frame file that accurately reflects the population of hospitals in the United States is necessary for producing reliable estimates on hospital utliziation and care for both NHCS and NHAMCS. IQVIA Government Solutions’ OneKey datafile contains the necessary hospital level information for maintaining and updating the DHCS hospital frame file. To the best of our knowledge, no other vendor meets this requirement. This notice is not a request for competitive quotations; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
