Description:
This is a Special Notice of Intent to award to a sole source. Network Contracting Office (NCO) 2, Department of Veterans Affairs – VA NYHHS: Brooklyn and Manhattan Campuses, and the St. Albans CLC intend to award a firm-fixed price sole source contract to Bio-Optronics, Inc. – 1890 Winton Rd S – Suite 199 – Rochester, NY 14618. The contractor provides services for software maintenance, interface maintenance, database administrator support services, and support services for the existing Bio-Optronics, Inc patient wristband. The authority for this action is FAR 8.405-6(a)(1)(i)(B) Only One Source. A firm-fixed price contract with four one-year options is anticipated and shall be awarded. It is the Government’s belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government’s intention to solicit and negotiate with only this source. Justification for this sole source procurement is FAR 8.405-6(a)(1)(i)(B) Only One Source. The applicable NAICS code is 541519. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. It is not a solicitation or request for offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The Government will consider responses received by 4:00pm on December 27, 2021. Inquiries will only be accepted via email to leia.labruna@va.gov and joseph.cellino@va.gov.Telephone requests or inquiries will not be accepted. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
