PRE-SOLICITATION NOTICE for Comprehensive Management and Maintenance Services U.S. Department of Health and Human Services (HHS), Office of Assistant Secretary for Preparedness and Response (ASPR) Strategic National Stockpile. Pre-Solicitation Notice for Request for Proposal (RFP) Solicitation No.: 75A50122R00018 Classification Code/Standard Industrial Classification (SIC): 811219 Description: The Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS) intends to compete a requirement for Preventive Maintenance Services (PMS), management, and storage for 167,574 Ventilators and 164,950 Powered Air Purifying Respirator (PAPR) systems. The period of performance, including options, is anticipated to be 5 years. The mission of the DSNS, of the U.S. Department of Health and Human Services (HHS)/ASPR, is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of biological, chemical, radiological, natural disasters or other emerging infectious disease agents and pandemic events. When state, local, tribal, and territorial public health and healthcare systems request federal assistance to support their response efforts, DSNS ensures that the right medicines and supplies get to those who need them most during a public health emergency or pandemic event. Public health emergencies or pandemic events present multiple challenges to the health care environment and the ability of the respiratory therapist to provide mechanical ventilation to all persons in need. The Strategic National Stockpile (SNS) maintains a repository of ventilators and powered air purifying respirator (PAPR) systems that would be used to supplement the supply currently in use by the nation’s acute care facilities. ASPR/DSNS has a need for a comprehensive storage and maintenance contractor to oversee the service requirements, storage, deployment, replenishment of ancillary supplies, and recovery of ventilators, PAPRS, and other medical equipment that may be requested and allocated to areas of need. This is a Presolicitation notice. This is not a Request for Proposals (RFP). The ASPR is publicizing this contract action to increase competition, broaden industry participation in meeting Government requirements; and assist small business concerns. General Information: 1. Additional information: The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Once the solicitation is released, all responsible sources may submit a proposal which shall be considered by the agency. Sources must have a valid DUNS Number or have the ability to obtain one.
