Visiting Fellows Payroll Software, - Maintenance and Technical Support Renewals C1. Background and Need – CDC’s OFR/Office of Financial Information Systems is required to produce and maintain payroll information on members of CDC’s Visiting Fellows Program. To do this, OFIS purchased payroll accounting software from Sage ACCPAC and had the software customized by a contractor. The customized system is called the Visiting Fellows Payroll System. The software prepares payrolls, maintains the payroll records, produces year-end reports and interfaces with CDC’s Accounting system (UFMS). C2. Project Objective – Utilize Sage annual software, maintenance and technical support to assist OFAS and OFIS in the support of Visiting Fellows Payroll System. CDC’s Office of Financial Resources (OFR) uses the Sage 300 products to manage and process the payroll for CDC’s Visiting Fellows and EIS Officers and relies on the technical supports for maintenance, performance issues, upgrades and tax table updates. Various versions of the product have been used at CDC for more than 20 years to support this effort and the payroll system has been customized to extract and transmit payment and accounting transactions to the Unified Financial Management System. The system calculates appropriate payroll tax rates for Federal and State tax withholding. This system also prepares pay stubs with check numbers on a monthly basis, and W-2 and other appropriate tax forms for Calendar year-end processing to be used by the Visiting Fellows and the IRS. The SAGE 300 ERP SILVER BUSINESS CARE provides Sage 300 software updates and user licensing required for the payroll process and the Sage 300 US Payroll Existing Annual provides tax table updates, support and maintenance that are required in support of the payroll process. C3. Scope of Work – Renew Sage annual software, maintenance and technical support contract. C4. Technical Requirements – Renew existing Sage annual software, maintenance and technical support contracts. C5. Reporting Schedule – Not applicable. C6. Special Considerations – A sole source will be requested due to 2-year history with the software, the customization and the technical service contract that supports the implementation and upgrade installations in support of the required software. Currently, Sage ERP and Sage US Payroll are a purchase order via a VISA annual purchases. Sage ERP was purchased from Perryman and Associates and Sage US Payroll was purchased from Sage. Due to changes in their product offer, terms and conditions, the Office of Acquisition Services, as well as the Office of General Council (OGC) has advise this procurement to move to an OAS issued contract.
