Original Set Aside:

NASA/Johnson Space Center (JSC) has a requirement for the extension of the Business Management Services (BMS) Contract. NASA/JSC intends to purchase the services from Logical Innovations, Inc. In accordance with FAR 6.302-1, only Logical has the capability to provide critical support services to the Office of the Chief Financial Officer (OCFO) at NASA JSC, Marshall Space Flight Center (MSFC), Stennis Space Center (SSC), and other NASA entities in the areas of program management, resources management, assessment, accounting, data management to include data entry, data analysis, data integration and reporting, and other general business support, during the period until a follow on contract is awarded. This extension will include up to 16 months of additional work, potentially extending the contract period of performance from April 1, 2022 to July 31, 2023. The Government does not intend to acquire a commercial item using FAR Part 12. The statutory authority for this sole source modification is 10 U.S.C 2304(c)(1)—Only One Responsible Source. Interested organizations who believe they can provide the required services and continuity of services without any detrimental impact may submit their capabilities and qualifications to perform the effort electronically via email to Edwin Ortiz-Franco at edwin.ortiz-franco@nasa.gov not later than 4:30 PM Central Standard Time on Wednesday, December 22, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
