Description:
30th Contracting Squadron, Vandenberg SFB, CA intends to extend the existing Aerospace Support Services Contract (ASSC), FA4610-16-C-0008, on a sole source basis with an effective date of 01 Apr 22 and potentially ending 30 Sept 22 (contemplating a 3 month base and one 3 month option), to United Paradyne Corporation (UPC). Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The current ASSC contract, FA4610-16-C-0008, is a Firm Fixed-Price (FFP), Cost Plus Fixed Fee (CPFF) and Cost CLIN hybrid contract. The current ASSC will expire on 31 March 2022. There is an acquisition currently being worked by 30 CONS to award a 7-year ASSC follow-on contract, Solicitation No. FA4610-20-R-0007. The follow-on acquisition has encountered some delays and this sole source extension award to UPC will accomplish this work until the follow-on contract has been awarded. The current ASSC contract provides for the management, operations, maintenance and support services to support launch programs for unconventional fuels (e.g., liquid or gaseous propellants, oxidizers, cryogenic and pneumatic commodities used in rockets, missiles and space crafts), cryogenics and fuels accountability, personnel protective equipment (PPE), hazardous operations support, fleet management, systems and safety engineering, training, transient alert (TA), and aerospace ground equipment (AGE) services. The contractor operates and maintains the capability and capacity to perform tasks associated with ASSC in support of Space Launch Delta 30 (SLD 30) at Vandenberg Space Force Base (SFB), CA, Space Launch Delta 45 (SLD 45) at Patrick SFB, FL and Cape Canaveral Space Force Station (CCSFS), FL. The SLD 45 requirements are limited to TA/AGE and associated logistical support services as identified within the performance work statement (PWS). Due to the critical nature of the ASSC launch support requirements and the need for uninterrupted service, it's in the government's best interest to award a sole source extension to UPC. The closing date for any responses to this proposed contract action is 30 days from the posting of this notice, which establishes a due date of 17 Jan 22.
