The Budget Advisor serves as a senior management advisor to the USAID Health Team. The large PEPFAR budget as well as the dynamic complexity of PEPFAR processes related to planning, budgeting and reporting necessitate dedicated budget support. The Budget Advisor oversees budget planning, reporting, analysis, and tracking for the Health Office. The Budget Advisor contributes essential programmatic expertise and guidance related to both USAID and PEPFAR planning, reporting, management of funds, documentation, and tracking program performance. Under the direction of the USAID/South Africa Health Office Operations Team Lead, the Budget Advisor exercises the maximum degree of independent judgment in planning and carrying out tasks, resolving problems and conflicts, and taking steps necessary to meet deadlines. The Advisor provides strong leadership in planning and management of health programs, projects and activities based on a sound understanding of the social, economic and cultural determinants’ complexity of development assistance. The Advisor collaborates with all members of the USAID team, other USG agencies involved in PEPFAR, counterparts in South African government ministries and agencies, a wide range of civil society and private organizations, and other donor and international organizations working on programs and systems related to health and HIV/AIDS.
