Original Set Aside:

The U.S. Consumer Product Safety Commission (CPSC) intends to award a sole source to the Anton Paar USA, Inc, 10215 Timber Ridge Drive, Ashland, VA 23005 to provide SVM 2001 Smart Viscometer. The SVM 2001 is only manufactured and sold by Anton Paar USA. The SVM 2001 viscometer is the only viscometer currently on the market with the combination of all the features that meet CPSC needs listed as follows: The SVM 2001 measures the dynamic and kinematic viscosity according to ASTM D7042. The SVM 2001 measures dynamic viscosity and density simultaneously. The SVM 2001 automatically calculates the kinematic viscosity and delivers measurement results which are equivalent to ISO 3104 or ASTM D445. The SVM 2001 requires only one measuring cell (sample cup) for the entire measuring range. The SVM 2001 viscometer does not use an external cooling bath to adjust and maintain test temperature. The SVM 2001 has a small minimum sample requirement (e.g., 1.5mL) which conserves sample when the sample amount available for testing is limited. CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at dbraswell@cpsc.gov by January 19, 2022 at 5pm Eastern Time. No phone calls will be accepted.
