The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to solicit, negotiate, and award a fixed-price purchase order, on a sole source basis to IHS Global, Inc., located in Englewood, CO, for web based single-access to critical engineering standards and technical references, for both military and commercial, known as Engineering Workbench ™. Engineering Workbench™ will provide NAWC-AD personnel a Single Source Web Based Access 24 hours a day, 7 days a week, which will allow unlimited users researching while the subscribed content is managed by licenses highlighted below. Single-access for concurrent licenses is as follows: Military Standards and Specifications, 5 concurrent licenses; Department of Defense Directives & Naval Instructions, 2 concurrent licenses; Industry Adopted Standards, 2 concurrent licenses; Institute of Electrical and Electronic Engineers, 999 concurrent licenses; American Welding Society (AWS), 5 concurrent licenses; SAE International, 110 concurrent licenses; American Society for Testing and Materials, 999 concurrent licenses; Aerospace Industries Association/National Aerospace Standards (AIA/NAS), 5 concurrent licenses; SAE International Tech America, 15 concurrent licenses; Compressed Gas Association, 1 concurrent license; American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC) and Standards, 4 concurrent licenses; ASME BPVC Advantage, 4 concurrent licenses; and Parts Intelligence with Fasteners and Authorized Distributors, 1 concurrent license. IHS is the only source of supply for these products, which allow the user to cross-reference and access sub tier specifications to top level specifications. There are no alternative sources due to the exclusive web access distributor license agreements between IHS and non-Government standards bodies. The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
