The Mission and Installation Contracting Command - Fort Jackson, SC has a requirement to procure a non-personal service contract to provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials and other items to provide the academic portion of a Doctor of Ministry degree for Army Clinical Pastoral Education (CPE) Resident Course students (see attached solicitation notice), for the duration of the period of performance in accordance with the performance work statement included within the solicitation notice. The Primary North American Industry Classification System (NAICS) code for this procurement is 611310, Colleges, Universities, and Professional Schools, with a size standard of $30M. This procurement will be competitively procured unrestricted, full and open competition. It is anticipated that this requirement will be awarded as a Firm Fixed-Price (FFP) single award IDIQ contract. The anticipated period of performance will be 1 Jan 2022 through 31 Dec 2024, resulting in a one year base contract and two year option ordering periods. Requirement: CLIN0001: Course Session - First Semester 2022 (0001) January 3 - January 21, 2022. CLIN0002: Course Session - Second Semester 2022 (0002) May 10-May 27, 2022. CLIN1001: Course Session - First Semester 2023 (1001) January 3 - January 20, 2023. CLIN1002: Course Session - Second Semester 2023 (1002) May 9 - May 19, 2023. CLIN2001: Course Session - First Semester 2024 (2001) January 2 - January 19, 2024. CLIN2002: Course Session - Second semester 2024 (2002) May 7 - May 17, 2024 . Objectives: The objective of this course is a Doctor of Ministry degree for the Army Clinical Pastoral Education students (review the solicitation notating the quantity of students for each individual semester by line item) to develop and bolster professional, technical competence within Army formations by validating Soldiers professional skills, training, and work experience. Place of Performance: University/College Campus Basis for award: Award will be made to the responsible lowest price technically acceptable vendor quote, conforming to the Request for Proposal. The Contractor shall be a fully accredited seminary or school of theology recognized by the Department of Education and the Association of Theological Schools. The following factors shall be used to evaluate offers: Technically Acceptable - Quote meets the minimum requirements of the solicitation Technically Unacceptable - Quote does not meet the minimum requirements of the solicitation. Responsible sources shall provide the following: 1. Completed proposal amounts for each line item on page 3-6 of W9124C-22-R-0009 2.
