Below is a quick narrative of the CSO effort as well as the scope and background from the SOO: CSO Purpose: PURPOSE: This Commercial Solutions Opening (CSO), issued in accordance with DoD Class Deviation 2018-O0016 – Defense Commercial Solutions Opening Pilot Program, is a competitive solicitation focused on meeting the mission requirements of HQ SpOC/DCG-T. The Government seeks to obtain innovative solutions or potential new capabilities to fulfill requirements, close capability gaps, or provide potential technological advancements in the capability areas listed below. SOO Purpose and Scope/Mission: Purpose: The Government desires to procure both enterprise level and program level change management support for United States Space Force’s stand-up process and Head Quarters Space Operations Command (SpOC) transformation initiatives. The purpose of this acquisition is to acquire expertise to support the development and transformation of SpOC’s business processes for agile change management. With SpOC’s mandate to create and advance a diverse set of space missions, the need to implement a structured change management process is essential for enabling innovation, agile transformation and achieving the Chief of Space Operation’s intent which includes an unprecedented level of innovation and change. Scope/Mission: SpOC is responsible for generating, presenting and sustaining fielded space forces who execute space warfighting operations for combatant commanders, coalition partners, the joint force, and the nation. SpOC’s space warfighting capabilities include space domain awareness, space electronic warfare, satellite communications, missile warning, nuclear detonation detection, environmental monitoring, military intelligence surveillance and reconnaissance, navigation warfare, command and control, and positioning, navigation and timing. SpOC has a requirement for subject matter expertise to establish a structured change management process, leveraging relevant commercial off the shelf software and expertise to facilitate as much simplicity and automation as possible. The type of support includes facilitating the design, development, and implementation of this structured change management process and the integration, training, and management of any enabling software. The contract shall provide support for no more than 20 change management projects a year. The first initiative/project is to be initiated with 2 months of contract award as a pilot, thereafter up to 10 initiatives are to be integrated no later than 6 months after contract award.
