Set-aside code: Small Business THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR INVITATION FOR BID (IFB) DOCUMENT. THE IFB/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. BIDS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW: The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate an Invitation for Bid (IFB) to retain contractor services to construct, test, and deliver a new deck barge with a travelling spud system that will be paired with a Government purchased crawler excavator and a Government purchased wheeled crane to form an excavator barge. The completed vessel will be placed in service with the St. Paul District of the U.S. Army Corps of Engineers and will be used by the District in support of its maintenance mission on the inland navigation system. The principal dimensions of the barge will be as follows: Length Overall (LOA): 150 feet Beam: 40 feet Depth: 9 feet The barge will be built and classified by the American Bureau of Shipping (ABS) as a Maltese Cross A-1 Barge, Rivers and Intra-Coastal Waterways Service, with Reinforcement B. A contract level design for the barge will be provided as part of the forthcoming solicitation. Delivery and final acceptance of the barge will be at the U.S. Army Corps of Engineers St. Paul District, 431 North Shore Drive, Fountain City, WI – 54629. The NAICS code for this IFB is #336611 – Ship Building and Repair. The Product Service Code is 1935 – Barges and Lighters Special Purpose. Bids will be evaluated on the basis of price and price related factors. Payment and performance bonds, bid bonds, liquidated damages and warranties will be required for this procurement. The Solicitation Number W912BU22B0002 is intended to be available on or about 7 December 2021. Hard copies will not be available and written or fax requests will not be accepted.
