AMENDMENT 2: The purpose of this amendment is to: 1) Extend the closing date for this solicitation from 7 January 2022 to 21 January 2022. Vendors may resubmit or send amendments to their proposals as they see fit until 21 January 2022, 2:00pm EST. And 2) Provide more guidance on the requirement for the submittal of the Vendor’s Sourcing Plan. Vendors may resubmit a new technical volume or provide an amendment/supplemental information as a result of the update to the FA800322Q0001 - Combination Synopsis & Solicitation. The following update is as follows. The paragraph on page 6 of 27 was updated FROM: “Finally, vendors must also detail their dog sourcing plan and shall demonstrate their plan to procure 12-36 month old dogs in order to meet the demand anticipated. The sourcing plan should indicate that the vendor has an established system.” TO: “Finally, vendors must also detail their dog sourcing plan and provide details to demonstrate their ability to procure and train 12-36 month old dogs in order to meet the demand anticipated. The sourcing plan should indicate that the vendor has an established system. For example: ***Company ABC breeds approximately 50 pure bred German Shepherds per year. Among those litter, 30 puppies will be placed in COMPANY ABC’s local detector training program, which yields approximately 90% success rate. Additionally, we have a group of local breeders (5 individuals) in the surrounding area that supply us with an average of 50 dogs per year that goes through our basic obedience training. Our training facilities and staff can accommodate up to 100 dogs at any given time. In the event that we need to supplement our local supply, we have a partner company in Germany that could provide us with up to 80 highly qualified dogs per year.***” AMENDMENT 1: The purpose of the Amendment 1 of the RFQ FA800322Q0001 are as follows: A. Post answers to Questions: - See Q&A Attachment. B. Update Attachment 2 – Ordering Guide: - Added “NOTE” on page 3, under Step 3 regarding substitution of dogs that failed the evaluation. C. Update FA800322Q0001 – CONUS Combo: - Removed DFARS Clause 252.223-7999 (COVID Clause). - Updated page 6: Technical Evaluation. “Finally, vendors must also detail their dog sourcing plan and shall demonstrate their plan to procure 12-36 month old dogs in order to meet the demand anticipated.” - - - - - - - - - - - - - - - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is executed in accordance with the commercial acquisition procedures of FAR Part 12 and the Simplified Acquisition Procedures (SAP) of FAR 13 as supplemented (Federal Acquisition Circular 2021-07/09-10-2021). This is not a Source Selection; the procedures of FAR 15 do not apply. This solicitation is issued as a Request for Quotation (RFQ). The purpose of this requirement is to support the Department of Defense's (DoD) working dog program’s mission of providing trained WDs used in patrol, drug and explosive detection, and specialized mission functions for the DoD and other government agencies.
