Original Set Aside:

The CEIU forwards the following data types to PADS: Inertial Measurement Unit Performance Data, Operational Status Replies, Key Status Replies, Missile Operational Status Replies, and Ground Maintenance Replies. The current CEIU resides in the MMIII LCCs designated as the Squadron Command Post and receives MMIII data from the Weapon System Processor. The CEIU collects the data, then sends the data to the PADS Data Collector at each of the MMIII Operational Wings via telephone lines and a commercial-off-the-shelf modem. The Production & Deployment of the upgraded CEIU units will increase protection updates to PADS hardware and software allowing transmission of data via NIPRnet (through fiber optic cabling) to Wing PADS Data Collectors and removal of obsolete modems unable to encrypt data. Additionally the upgraded production units will allow for the CEIU drawers to be used in all of the LCCs and remove the portable backups currently utilized within each squadron. Under the contemplated contract, The offeror will manufacture and fabricate 29 new CEIU drawers and provide the necessary cabling, LCC hardware modifications, initial spares, support equipment, software modifications, drawings, and technical order updates to support the new CEIU drawers. The offeror will also update LCC infrastructure to accept the new CEIU drawers and develop a hardware deployment plan with Air Force stakeholders for ultimate implementation. Upon successful acceptance testing of the CEIU drawers and demonstrated functionality with the PADS, The offeror will provide installation, checkout, and system demonstration, sell-off of CEIU drawers and LCC cabling, and sell-off of LCC infrastructure. The PADS CEIU P&D contract is anticipated to contain the following Contract Line Item Numbers (CLINs): Production; Program Management/Systems Engineering; Deployment; Travel; and, Spares. All the CLINs are expected to be Firm Fixed Price with the exception of the Deployment CLIN, which will be Cost Plus Fixed Fee to account for the risk of potential schedule delays (due to contract change ADM). The estimated award date is Aug 2022, with performance to begin Sep 2022. The period of performance is estimated at 35 months. The initial six months are anticipated for prepositioning activities, parts ordering, production resource planning, and staffing. The Government anticipates that total build time of the CEIU drawers is 16 months, to include engineering for implantation of design, production, and test of LCC cabling. IAW FAR 6.302-1, the Government intends to award this contract on a sole source basis to The Boeing Company. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
