Original Set Aside:

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Delivery Order under Basic Ordering Agreement N6449821G4002 to L3 Technologies, Inc., of Ayer MA 01432 (L3), for the procurement of Procurement of a DDG 51 Class IBNS Lab Set for Ship Control System-Government Phase I Modernization Efforts. The Government intends to make an award by 30 Dec 2021. Pursuant to 10 U.S.C 2304(c)(1), L3 is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by E-mail to the attention of Rachel McGinley via email at rachel.mcginley@navy.mil by 4:30 PM on 22 Dec 2021.
