Original Set Aside:

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure four (4) Geo – Fiber Optic Gyro Inertial Measurement Units that can be used on existing ARGO J8 unmanned ground vehicle systems. ERDC-CERL intends to award a purchase order on a sole source basis to KVH Industries in accordance with FAR 13.106-1(b)(1). The KVH Industries Geo - Fiber Optic Gyro Inertial Measurement Unit (FOG IMU) is the most compact high performance IMU designed for highly dynamic challenging applications. The Geo - FOG IMU has a low profile (< 3” height) which is critical for its implementation on the existing ARGO J8 and CAT 308 unmanned ground vehicle system that the Robotics for Engineer Operations research program utilizes for site characterization. This particular IMU is extremely noise and temperature resistant and does not experience gyro drift. Very low amounts of gyro drift enable precise localization and control of unmanned ground systems in challenging environments. In addition, the ERDC-REO program has one GEO-FOG currently and it has been developed on for drivers and integration into our current robotics system. It functions correctly and substantial government resources have been invested into the GEO-FOG system. Because of these reasons KVH Industries is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing which has a size standard of 1,250 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. Please provide responses to this notice no later than December 23, 2021 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
