Description:
NASA Langley Research Center (LaRC) has a requirement for upgrades and repairs to Facility Heating/Ventilation/Cooling (HVAC) hardware and software systems. The current system was installed by and is currently maintained by Damuth Trane. Parts and services for this system are only available through Damuth Trane. NASA LaRC intends to issue a sole-source purchase order to Damuth Train under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Damuth Trane is the original developers and manufacturers of the heating, ventilation, and cooling (HVAC) systems and is the only supplier for the system and sole supplier of the hardware, software and associated warranties, as well as service agreements ensuring long term functionality for the agency. Therefore, NASA LaRC intends to issue a sole source Indefinite Delivery Indefinite Quantity (IDIQ) commercial purchase order for repairs and upgrades to HVAC hardware and software systems on NASA LaRC to Damuth Trane. A corresponding end to end follow on manufacturer product support, training and warranty management agreement is required. The total contract period will not exceed five (5) years. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort, which shall be considered by the agency, electronically via email to lakhassia.y.mccoy@nasa.gov not later than 12:00 p.m. Eastern Standard Time on 06/14/2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
