F3T3CE1313AW01, Sole Source Acquisition for DCBR Local Telecommunications Services The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Carolina Telephone and Telegraph LLC DBA Lumen. This procurement will be for local telecommunications services at Dare County Bomb Range, NC. This capability is being acquired to provide telephone services to ensure range operations in case of exsisting VOIP telephone failure. APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1).This redundant telephone capability could be fulfilled by many companies. However, Carolina Telephone owns the existing buried lines and any contractor would need to run new lines with a expected cost of approximately $800,000.00 which is not rexpected to be recovered through the use of full and open competition. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The anticipated award date is Feb 2022.
