Original Set Aside:

The Indian Health Service, Gallup Service Unit (GSU), located in Gallup, New Mexico 87301 intends to negotiate a sole source award with Advanced Communications and Electronics for Antenna Equipment, Labor, Installation, Optimization, and Licensing Services. The North American Industry Classification System or NAICS code is 811213 with a small business size standard of $12.0 Dollars. Period of Performance from January 1, 2022 through December 31, 2022. In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). Advanced Communications and Electronics provides very good responses time to urgent issues in the area. Response time is very crucial for the hospital facility. They must specialized in radio tower, repeaters, base station and emergency radios. In addition, the radio tower will provide the radio frequency. It will be connected to the hospital's power and when there is city-wide power outage the hospital's generator will provide power to the tower. This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent. Any potential sources other than Advanced Communications and Electronics may submit a capability statement via electronic mail by 2:00 PM MST on December 21, 2021. Any other form of communication will not be considered. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
