Original Set Aside:

The Portland VAMC is seeking Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or Small Business sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. Minimum Salient Characteristics: Photo Copier Hard Drive Removal 1. Contract Title. Portland MFD Hard Drive Removal 2. Background. The VAPORHCS will be transitioning from facility owned Multifunction Devices (MFDs) and Printers to equipment provided by the Government Printing Office (GPO). As most owned facility equipment still has available use and will be offered to other agencies via GSA Xcess, the hard drives of the equipment will need to be removed for OIT disposal; and equipment returned to pre-removal physical configuration minus the hard drive. 3. Scope. Removal of hard drives from 104 Multi-function Devices (MFDs)/Printers and panels replaced. Hard drives will be turned over to PVAHCS OIT staff. The equipment is as follows: MFDs for Scrap Model Qty Canon 7301 14 Canon 4035 20 Canon 4025 4 Canon 4051 32 Canon 6255 10 Canon C5235 17 Canon 4235 20 Total 117 MFD s for Removal and Reassembly Model Qty Canon C5550 12 Canon 4551 12 Canon IR500iFG 65 Canon 5500 3 Canon IR525 4 Canon 5750 3 Konica-Minolta Bizhub C558e 14 Konica-Minolta BizHub 558e 1 Total 114 The service will occur in Building 16 on the Vancouver Campus of the VAPORHCS. 4. Specific Tasks. VAPORHCS Supply Chain Management will transport the above units to Building 16, Vancouver Campus, of VAPORHCS at approximately ten (10) units per day. The vendor will remove the hard drives from 104 Multi-function Devices (MFDs)/Printers and replace the panels on the equipment. Hard drives will be turned over to an attending VAPORHCS OIT staff member for disposal. The service will be performed Monday through Friday, minus legal holidays, between the hours of 0800-1530. 5. Performance Monitoring (if applicable). The Government is required to monitor contractor performance and certify the work was done in accordance with the contract. This monitoring will be done by the SCM POC and PVAHCS OIT Staff who will be on site to verify. Spot check verification as well as daily reporting of equipment hard drives wiped and packaged for destruction will be provided by equipment serial number. VA OIT staff will create a daily report of hard drives in their possession. 6. Security Requirements. 1. VA OIT will have a member present during de-install to collect and record the MFD hard drives. 2. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). 1. None 8. Other Pertinent Information or Special Considerations. 1. Inspection and Acceptance Criteria. The SCM Property Manager is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. A demo period or trial is not inspection of a product. 9. Risk Control 1. None 10. Place of Performance. Vancouver Campus, PORVAHCS, Bldg. 16, SCM work area. 11. Period of Performance. 1. Period of Performance 12/22/2021-02/28/2022. 12. Delivery Schedule. The contractor will provide a daily report of hard drives removed by serial number of both the hard drive and the MFD removed from the device. The North American Industry Classification System (NAICS) is 532420. Any SDVOSB, VOSB, or Small Business firms who wish to identify their interests and capability to provide this product must provide product specifications, performance, and delivery information by notifying the Contract Specialist no later than 1:00 PM Pacific Standard Time, January 12, 2021. Notification shall be e-mailed to Ladell Holmes, at ladell.holmes@va.gov. Any vendor who responds to this Notice must provide credentials to perform the requirement as outlined in the below scope.
