The solicitation will be available for download exclusively via https://sam.gov, on or about 12/23/2021. Paper copies of the solicitation will not be issued. PROJECT DESCRIPTION: Burnt Cabin Trail Bridge Replacement – The contractor shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract to procure and install the Burnt Cabin Bridge on Trail Number 3226. Work includes but is not limited to the minor site preparation and installation of a new, untreated bridge at the designated site and reshaping the approaches to blend with the finished bridge elevation. The old bridge is partially cleared out, however large pieces of the decking remain onsite and will have to be flown out before or after installation of the new trail bridge. Plans are to replace the trail bridges and utilize existing gabion foundations and install two prefabricated steel bridge (≈ 57’ and 66’). PROJECT LOCATION: The Burnt Cabin Bridge Replacement project is located on the Umatilla National Forest (Umatilla County, Oregon). From the Forest Headquarters Office, take Oregon Highway 331 N for 4.1 miles until the road becomes Oregon Highway 11. Follow Oregon Highway 11 for 14.9 miles then take the Weston/Elgin exit to Oregon Highway 204 East. Follow Oregon Highway 204 East for 20.5 miles turn left onto Skyline Road, follow the road for 0.3 miles then turn left onto NF-6401 and follow NF-6401 for 1.5 miles then turn right onto NF-050, follow the road for 0.7 miles then take a slight right onto NF-050. Follow NF-050 for 0.5 miles until the Burnt Cabin Trailhead. From the Trailhead follow Trail #3226 for 2.15 miles then the Burnt Cabin Bridge replacement site will be visible. This area is usually snowed in around mid-December so getting in to look at the site as soon as the solicitation is posted is imperative. It is also important for prospective contractors to know that the walk in from the bottom is approximately 6 miles. Work is estimated to begin around May 15, 2022. All offerors will be required to provide a Bid Bond (20%) with their proposal submission. Performance and Payment Bonds (100% each) will be required of the successful awardee. NAICS 237310 with size standard $39.5 mil. This project is set aside 100% for small business. NOTE: Contractors are highly encouraged to visit the project site as the road is not maintained for winter conditions and access will be limited when the solicitation is issued. Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation. Information on registration may be obtained via: https://www.sam.gov. All Offerors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
