Request for Technical Proposal (RFTP): The RFTP is for the removal, dismantling, and recycling of five Navy vessels located in Philadelphia, PA. This is step one of a two-step process. This is not an invitation for bid. RFTP must be in the possession of the Agency’s Public Sales Contracting Division by the closing date and time specified in this RFTP. If the RFTP is not submitted on time, it shall be considered non-responsive. The vessels are in the custody of NAVSEA Inactive Ship Maintenance Office PA and is located at the Philadelphia Reserve Basin, Naval Business Center, Philadelphia, PA.
