Please see attachment below. --------------------------------------------------------------------------------------------------------------- The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requests for quote (RFQ) N32253-22-Q-0045 with the intent to award a Firm Fixed-Price contract for turnkey procurement of a new Hydrostatic Pressure Test Tank, lifting tables, guide carts, foundational work, transport/shipping, installation, and training in accordance with the Performance Work Statement. The required delivery date is 14 December 2023. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332420 Metal Tank (Heavy Gauge) Manufacturing. The small business size standard for this NAICS code is 750 employees. The Product Service Code is 4940, Miscellaneous Maintenance and Repair Shop Specialized Equipment. All offerors are required to submit the following: All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2022-05, DFARS 02/28/2022, and NMCARS 18-21. Fill out the unit price and total amount on the solicitation document (Standard Form 1449) for CLIN 0001. An itemized price quote. If required delivery date of 14-DEC-2023 cannot be met, an alternate delivery schedule may be considered. Please provide your best delivery schedule. Technical Approach Submit a narrative statement regarding technical approach on the work to be completed in accordance with the Performance Work Statement (PWS) and solicitation. Offerors shall provide sufficient information that demonstrates the offeror's ability to accomplish the complexity and magnitude of the work. At a minimum, offerors shall describe the following: Offeror is certified to provide ASME Boiler & Pressure Vessel Code (BPVC) report(s) for the Hydrostatic Pressure Test Tank in accordance with paragraph 4.7.1 of the PWS Offeror's ability to provide OSHA approved certification in accordance with paragraph 4.7.3 of the PWS Production schedule and ability to ensure timely delivery of the required products and services, including ability to meet costs Five (5) pages maximum Past Performance Submit a list with a minimum of two (2) relevant, recent (within the last 3 years) contracts that are currently in process or have been completed by the offeror. Government contracts are preferred, but commercial references are also acceptable. The following information shall be included for each contract: Name of the contracting activity or commercial firm Date of award Contract number Total contract value Contract type Short description of the requirement Description of why contract is considered relevant Completion of FAR 52.204-24, 52.204-26 and 52.212-3. Quotes will be evaluated in accordance with FAR 52.212-2 as listed in the attached solicitation. Quotes are due no later than Friday, June 10, 2022 at 8:00 a.m. HST, and must be sent via e-mail to both the primary and secondary points of contacts.
