BOA Pre-Solicitation Notice (N390401342V603) Basic Ordering Agreement (BOA) Level 1 Fasteners- Bolt The Naval Sea Systems Command (NAVSEA) intends to award a Firm-Fixed-Price (FFP) delivery order to one (1) of three (3) Basic Order Agreements (BOA’s) N3904017G0001 between the United States Navy and Irwin Automation of Greensburg, PA; N3904017G0002 between United States Navy and General Nuclear Corp of Hunker, PA and N3904017G0003 between United States Navy and Skovira Machine of Scottdale, PA for the procurement of non-commercial level 1. The quantity is 8 Each Bolts on a sole-source basis to one (1) of the named above BOA holders. The contemplated order will be awarded pursuant to 10 U.S.C. 2304(c)(1) and NMCARS 5206.303-1(d)(D)(i). As the current BOA holder’s, Irwin Automation, General Nuclear Corp and Skovira Machine were determined to be technically acceptable by the requiring activity. To be determined technically acceptable the procedures had to meet the requirements of The Portsmouth Naval Shipyard Fastener Program Manual, dated May 2016. The procedures submitted by each offeror provided standard work operations and proposed testing methods. The three (3) identified vendors are currently the only vendors that met the requirements of Level 1 fasteners in accordance with local policy. The ability to meet the requiring activities needs within a timely manner constitutes the reasoning to have the opportunity to solicit to the current BOA vendors. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.
