Original Set Aside:

Mission and Installation Contracting Command (MICC) Fort Knox, KY intends to award a sole-source purchase order with Society for Human Resource Management (SHRM), 1800 Duke St Alexandria, VA 22314. The requirement is for the purchase of SHRM Membership and Certification Prep Seminar. Period of Performance is 3 January 2022 – 2 January 2023. The NAICS code is 611519. The authority for this noncompetitive award is FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses by email at joseph.r.lawrence3.civ@army.mil are received by 10:00 am EDT on 22 December 2021, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
