Original Set Aside:

The U.S. Army Corps of Engineers (USACE) intends to award a single-source fixed-price purchase order to John Wiley & Son, Inc. for a yearly subscirption for access to their Core Collection Databases of scholarly and professional journals and publications. The journals selected for the Core Online Collection are of interest to both the Institute of Water Resources and Headquarters USACE. The titles needed are available in electronic format only through a Wiley database. The Wiley Article Token account requested allows the library to purchase one time access to single articles in journals not subscribed to in the HECSA Core Collection. The Wiley UCBM Account allows annual access to all Wiley electronic books with final purchase and indefinite access to select titles, as chosen by the library.This digital content will support USACE personnel as they accomplish their missions. The period of performance for this requirement shall be 01 February 2022 to 31 January 2023 for the base year, 01 February 2023 to 31 January 2024 for option year 1, 01 February 2024 to 31 January 2025 for option year 2, and 01 February 2025 to 31 January 2026 for option year 3. No competition is being sought unless/until another source is identified. The journals and publicaitons that are in the "Wiley Core Colleciton Database" are unique to John WIley & Son, Inc. This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
