Original Set Aside:

The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract with SAIC under the authority of FAR 6.302-1 to continue Supervisory Leadership and Professional Development (SLPD). After review of responses from the associated RFI (Notice ID: SLDP-Extension) the Government has determined that SAIC is the only source reasonably available to satisfy this requirement. A change in provider would result in both substantial duplication of costs and an extended period of time in which NGA would not be provided with necessary leadership training courses. Therefore, no competition is being sought at this time. The sole source modification to the existing contract will provide NGA with tailored core leadership development training and professional development skills training courses. The period of performance will be for 8 months after contract extension. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contract Specialist no later than 1:00 pm EST on Tuesday December 28. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government.
