Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025922N0015. Naval Medicine Readiness and Training Command San Diego (NMRTCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: Abbott Laboratories. 3300 Stelzer RD Columbus, OH 43219-3034 The North American Industry Classification System (NAICS) code for this requirement is 311999; the business size standard is 500 (# of employees). The objective of this sole source award is to procure various consumables that are required daily for the Newborn Intensive Care Unit (NICU) Department at the Naval Medical Center San Diego (NMCSD). A Blanket Purchase Agreement (BPA) is required up to five (5) years. Items to be included on the BPA are listed below: Breast Milk Storage Bottle 48-3PKS HFs (Product Number: 51950) Similac Pro-Advanced 2FL HMO 2oz BTL 12-4PKS INST (Product Number: 67323) Similac Pro-Sensitive 2FL HMO 2OZ BTL 12-4PKS INST (Product Number: 67325) Similac Human Milk Frother HP 0.17OZ CL 144PKs (Product Number: 63010) Similac Slow Flow Nipple and Ring 250CT (Product Number: 53894) Similac Standard TWIST Nipple and Ring 250CT HFs (Product Number: 00079) Abbott Laboratories is the sole manufacturer of the listed consumables and will no longer be distributing to other suppliers due to low inventory. They have requested that these items be ordered directly through Abbott Laboratories. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required list of supplies up to five (5) years. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 12:01 PM pacific time, Monday December 27, 2021.
