Original Set Aside:

The National Institute of Standards and Technology (NIST) intends to negotiate two (2) contracts, on a sole source basis, under authority of FAR Part 13.106-1(b) with Torres Ferrer, Jose; 25 Naranjito, Canguas, PR, 00727- 4941 for the acquisition of tandem training services for training of the NIST metrology program to state weights and measures metrologists. This service will used by the NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. ***** Sole source determination is based on the need to acquire Services for Training of the NIST metrology program to State Weights and Measures Metrologists. Due to the unique and specialized experience in the area of laboratory metrology these services are only available from Torres Ferrer, Jose. The vendor has specialized experience to include the completion of NIST Office of Weights and Measures seminars: Basic, Intermediate, and Advanced and possess a minimum of 15 years of experience in the in the area of laboratory metrology. Performance shall occur at the NIST Gaithersburg, MD campus within one(1) year after receipt of order. ***** The North American Industry Classification System (NAICS) code for this acquisition is 541690 - Other Scientific and Technical Consulting Services, with a small business size standard of $16.5 million in revenue annually. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
