Original Set Aside:

The U.S. Geological Survey, Office of Acquisition and Grants, Sacramento Branch, intends to award a noncompetitive purchase order to GrayDS of Scottsdale, AZ in accordance with FAR 13.106-1(b)(1), only one source reasonably available. The period of performance is one year, and the estimated value is $80K. This is a follow-on to a previous, competitive acquisition. The scope of the previous, competitive effort was to provide site acquisition support services, professional design services, and construction administration services (except inspection) for sixteen (16) USGS microwave radio sites throughout California as they migrated from the approximately 2 GHz band to the approximately 8 MHz band under the Advanced Wireless Services 3 (AWS3) spectrum reallocation program. That work is nearing completion, but the previous contract has reached the end of its period of performance and ceiling. This scope of this effort will be to complete the work remaining at four (4) of the sites plus the pending upgrades to our portable antenna towers, which were purchased in support of the spectrum reallocation program. At all sites where work remains, it has already been started by the incumbent contractor (GrayDS) and it would be extremely disruptive to have a break in service or change contractors.
