The United States Northern Command (USNORTHCOM)(NC) sets conditions and conducts operations to support civil authorities’ preparation and response to natural and manmade disasters in order to mitigate consequences and enhance Homeland Defense through national resiliency; these activities are performed by deploying the Joint Enabling Capability (JEC). J36 Division/ Domestic Operations Division Support (NC/J36) also provides strategic guidance for the management of the USNORTHCOM Theater Personnel Recovery (PR) program, and provides PR support to the Commander (CDR), North American Aerospace Defense Command (NORAD). On order, NC/J36 deploys tailorable and scalable elements to support dual-status commanders (DSC), or federal, state, local, and tribal authorities within the USNORTHCOM Area of Responsibility (AOR). The primary purpose of the JEC at USNORTHCOM is to deploy as the specific or multiple staff elements of a Joint Task Force (JTF) conducting Civil Support to an authority having jurisdiction. The contractor services required include performing duties in deployed JTFs for periods of 7 to 45 days, to include: Current Operations, Future Operations, logistics, and planning using the Joint Planning Process, report creation (SITREPS, FRAGOs, storyboards, LOGSTATS, PERSTATs, etc.), briefings and advising on Defense Support to Civil Authorities (DSCA) operations. When preparing to deploy or upon returning from a JTF, the contractor may perform J36 Operations and Programs Branch duties. In summary, up to ten deployable contractors supporting separate JTFs must be available within 7 days of notification for 7 to 45 days of deployed duty while performing JEC duties across the USNORTHCOM AOR or supporting NC/J36 at Peterson Space Force Base, Colorado. While deployed, work in excess of 40 hours in a seven-day period is expected to support mission requirements.
