Description:
Notice of Intent to Sole Source – Advanced Battle Management System (ABMS) Capability Release #1 (CR #1) KC-46 Airborne Edge Node (AEN) Carriage Subsystem. The Department of the Air Force Rapid Capabilities Office intends to award a sole source contract to The Boeing Company under the authority of FAR 6.302-1 for the KC-46 AEN Carriage Subsystem, as only one responsible source will satisfy the requirements. Boeing has not authorized or licensed any third party to use commercial proprietary wing data for the purposes of modifying the KC-46. As the KC-46 Original Equipment Manufacturer, Boeing has access to the baseline certification of the aircraft and proprietary data necessary to achieve certifications on the required timeline. The KC-46 AEN Carriage Subsystem will be developed as a low-volume proof of concept to integrate separately-developed AEN capabilities on the KC-46, support limited flight operations, and inform modernization and development activities. The Government will solicit a separate competitive bid for additional AEN capability. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due on 27 December 2021 by 10:00 AM Eastern Time. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to Mr. Gary “Andy” Vanover, Contracting Officer, at gary.vanover@us.af.mil.
