Description:
The Centers for Disease Control and Prevention (CDC) Center for Surveillance, Epidemiology, & Laboratory Services (CSELS) intends to award a sole source, firm-fixed price purchase order to IQVIA Government Solutions Inc. (IQVIA) for full access to IQVIA's Ambulatory Electronic Medical Records (AEMR) and PharMetrics Plus data sets through CDC's cloud environment and IQVIA's e360 platform. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. IQVIA shall provide full access to all AEMR and Pharmetrics Plus data available at the beginning of this procurement, including all historical data, all updates, new data added on a monthly basis, and transfer of the data to the CDC cloud environment and the availability of the data within the e360 platform. Pharmetrics Plus data will be limited to the years 2013 forwards on the e360 platform. IQVIA shall also provide full access to the following applications on the e360 platform: Cohort Builder; Advanced Analytics Workbench; Dataset Explorer; Python Analytics Workbench; Workspaces; and Codelist Management. Other work to be performed shall include providing recorded online or onsite one-day training offered to CDC scientists, bimonthly webinar series, analytical support to CDC scientists power users, technical assistance for non-power user staff and contractors supporting participating CDC programs' activities, data downloads from the e360 platform, and an optional task of onboarding new participating programs and their identified power users. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of issuance of this notice will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
