Description:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with FAR Part 13 and additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022‐03. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION (I.E. STANDARD FORM) WILL NOT BE ISSUED. The solicitation number for this acquisition is 75F40122Q00002 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 541380 – Testing Laboratories. The Small Business Size Standard is $16.5M. This is an unrestricted full and open competition RFQ. Simplified acquisition procedures will be utilized. The U.S. Food and Drug Administration requires an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for compositional analysis services on animal drugs and feed in accordance with the requirements defined herein. QUESTIONS Offerors must submit all questions concerning this solicitation in writing electronically to adam.powell@fda.hhs.gov. Questions must be received no later than February 3, 2022 5:00 p.m. Eastern Standard Time. Any responses to questions will be made in writing – without identification of the questioner – and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of this requirement. BACKGROUND INFORMATION The Food and Drug Administration’s Veterinary Laboratory Investigation and Response Network (Vet-LIRN) Program investigates complaints of animal illness after exposure to FDA- regulated products (e.g., animal foods and drugs). During an investigation, Vet-LIRN routinely tests animal diagnostic samples (e.g., tissue and blood) at network laboratories. Occasionally, Vet-LIRN may need to test foods, drugs, or other matrices for nutritional and toxicologicalcomposition, to understand how reported products may have contributed to the animal’s illness. Vet-LIRN laboratories may not offer tests on these matrices. Therefore, Vet-LIRN requires a laboratory that can test animal foods, drugs, and other matrices for nutritional and toxicological composition. **NOTE: Reference attachment titled, "RFQ_Sol_75F40122Q00002," for complete combined synopsis/solicitation.**
