Original Set Aside:

The Naval Sea Systems Command (NAVSEA) intends to award a Cost-Plus-Fixed-Fee (CPFF) modification to delivery order N00024-20-F-5119 under Basic Order Agreement (BOA) N00164-19-G-JQ69 between the United States Navy and Ball Aerospace & Technologies Corporation of Boulder, CO to extend services for Stalker Long Range Electro Optic Sensor System (SLREOSS) test, teardown and evaluation (TT&E) and repair/refurbishment of previously purchased SLREOSS Line Replaceable Units (LRUs). If executed, the delivery order modification will extend the period of performance for the TT&E and Repair requirements for the SLREOSS LRUs (Visible Sensor Assembly, Laser Range Finder, System interface Electronics Assembly, Processor Module, Gimbal and Mid-Wave Infrared Sensor Assembly). The proposed BOA order modification is a follow-on for supplies or services for which the Government intends to solicit and negotiate with only one source. The contemplated modification will be awarded pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii). Ball Aerospace is the only company with the requisite expertise, knowledge, experience and facilities necessary to meet these requirements without unacceptable delays. Companies interested in subcontracting opportunities should contact Ball Aerospace directly. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or to submit proposals. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
