Original Set Aside:

1. The purpose of this amendment is to remove attachment SS-TTB-22-025 in its entirety. --------------------------------------------------------------------------------------------------------------------------- Subject to final approval, Fiscal Service Procurement on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to make award on a sole source basis in accordance with FAR 6.302‐1, to Thomson‐Reuters Westlaw Publishing National Primary; Analytical Plus; Litigation products. The proposed contractor's unique qualifications and the nature of the acquisition requires use of the authority cited as follows: The proposed contractor developed and owns the propriety and patented hardware,software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition; The Government currently uses the proposed contractor's brand name product at its TTB facility. This brand name product supports the Government need for continuity of operations. Responses to this notice must be received no later than 10:00 am ET on December 27, 2021 and must be submitted electronically to purchasing@fiscal.treasury.gov, with the subject line of “ATTN: JS/MH SSTTB‐ 22‐025”. Responses must include sufficient evidence that clearly shows their capabilities to provide the above requirement. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, or is not received by the aforementioned deadline, TTB, shall make award on a sole source basis to Westlaw Publishing.
