Original Set Aside:

The Navajo Area Indian Health Service (NAIHS), Shiprock Service Unit intends to make a sole source award to Change Healthcare for Revenue Cycle process automating components for Claims Management; Remittance & Payment Management; and Patient Billing Services. The Period of Performance is 01/01/2022-12/31/2022. In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). Change Healthcare provides the required Claims management services to ensure that there is no interruption in services that could impact direct patient care. They provide accurate and regulatory billing and reporting notices to assure accuracy, minimize denials, and improve the quality of billing data submitted to third party payers. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 3:00 PM Mountain Standard Time (MST) on Thursday, December 23, 2021, the contract will be issued without further notice. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government.
