Description:
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the University of California, Los Angeles, located at 10889 Wilshire Blvd, Los Angeles, CA 90024-4201. The purchase order will specifically procure Diamond-level sponsorship of the University of California, Los Angeles (UCLA) 2022 American Society of Civil Engineers (ASCE) Lifelines Conference to be conducted from 1/31/2021 through 2/4/2022 at UCLA. Diamond-level sponsorship will allow NIST to develop its long-standing partnerships among lifelines infrastructure professionals, including scholars and other experts in the field. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541990 – All Other Professional, Scientific and Technical Services with a small business size standard of $16.5 million. Description The Earthquake Engineering Group (EEG) in the NIST Engineering Laboratory requires sponsorship of the UCLA 2022 American Society of Civil Engineers (ASCE) Lifelines Conference. Diamond-level sponsorship of the ASCE conference will help the EEG continue demonstrating its standing and leadership related to earthquakes and lifelines critical infrastructure. Sponsorship is essential to EEG’s ongoing work on functional recovery and resilience with Earthquake Hazards Reduction initiatives. For more information, please see the attached Statement of Work document. Sole Source Determination The sole source determination is based on the following: NIST sponsorship of the ASCE Lifelines Conference at UCLA is an important opportunity for the EEG at NIST to continue work related to earthquakes and lifelines critical infrastructure. Failure to participate with conference sponsorship will result in delayed milestones and products which do not incorporate input from the broadest range of stakeholders. Events and activities at this earthquake lifelines conference have implications for the direction of resilience, functional recovery, and the future of multi-hazard risk mitigation. UCLA is the organizer and host of the 2022 ASCE Lifelines conference and is the provider of the only type of forum that can fully achieve this requirement. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
