Original Set Aside:

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Advanced Arresting Gear (AAG) and Electromagnetic Aircraft Launch System (EMALS) shipsets, not including the Energy Storage Subsystem (ESS), in support of United States CVN 81. The efforts include the manufacture, assembly, integration, test and delivery of the EMALS and AAG shipsets. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. General Atomics, the designer and developer of the EMALS and AAG systems, is the only source possessing the requisite system knowledge, engineering expertise, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required for the engines and associated components. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation. The Government will consider any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis. Subcontracting opportunities should be sought directly from GA Small Business Liaison Officer Mark Medina, at Mark.Medina@ga.com. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
