Original Set Aside:

The U.S. Geological Survey (USGS), intends to negotiate an IDIQ (indefinite delivery indefinite quantity) with Yukon Government, in Whitehorse, Yukon, for helicopter transportation services and fuel for the recovering of caribou video collars and collecting forage samples from the Porcupine Herd via helicopter on their Canadian summer range, which is in northern Yukon Territory, Canada as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Yukon is, to the USGS knowledge, the only source who has the ability and authorization to provide the helicopter transportation and fuel services. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capabilities statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 481219 Other Nonscheduled Air Transportation. Size standards $16.5 million annually Other interested concerns having the ability and authority to furnish flight and fuel for Yukon Government in the northwest Yukon Territory of Canada may submit a capabilities statement to the Contract Specialist via email at thuot@usgs.gov no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist Responses or inquiries shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than 01/21/2022.
