Description:
The U.S Army Contracting Command-New Jersey (CCNJ), on behalf of the Program Manager – Close Combat Systems intends to issue a solicitation for the production of the following items: IGNITER, TIME BLASTING FUSE: with shock tube capability, M81, NSN: 1375-01-608-6852 The M81 ignitor is the successor to the M60 Ignitor, and has the added capability to initiate shock tube in addition to time blasting fuse. The M81 Ignitor is a small plastic tube with a pull ring on a thin rod projecting from one (1) end, and a safety cotter pin that goes laterally though the tube, and a screw cap, which secures a holding mechanism for the time blasting fuse or shock tube at the other end. The M81 Ignitor employs a steel mechanism firing assembly and M42C1 primer to initiate the attached shock tube or time blasting fuse. The aforementioned items will be procured using the following quantity ranges: M81 10,000 to 50,000; 50,001 to 150,000; 150,001 to 300,000 The Government intends to fulfill this requirement with a single award five year Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract utilizing a Total Small Business Set-Aside with a best value evaluation approach. The manufacture, inspection, testing and delivery of the M81 shall be in accordance with the U.S. Government owned Technical Data Package (TDP). Note: the TDP contains limited distribution markings. Offerors will be required to submit a DD 2345, an AMSTA-AR Form 1350 Technical Data Request Questionnaire and a Non Use Agreement in order to receive a copy of the TDP. The contractor shall be responsible for providing all materials, equipment (minus Government Furnished Property, if utilized), hard tooling, personnel, and facilities necessary to manufacture, produce, test, and deliver the types and quantities of deliverables specified by the contract. The M81 shall be manufactured and tested in accordance with the TDP. The North American Industry Classification (NAICS) Code for this procurement is 325920, Explosive Manufacturing. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. It is anticipated that a solicitation will be issued on or about 20 calendar days from the date of issuance of this announcement.
