Original Set Aside:

The US Army Corps of Engineers, Rock Island District, intends to procure online access to the Knovel (Elsevier) eBook collection - journels outlined below, on a sole source basis with Elsevier B.V., in accordance with the statutory of 10 USC 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), purchases not exceeding the simplified acquistion threshold and only one source reasonably available. This is not a request for competitive quotes and no solicitation will be issued; however, any small business firm that believes it can meet the requirement may be give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that deomostrates the ability to comply with the requirement listed must be furnished to the point of contact listed below. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive proceurement. The US Army Corps of Engineers, Rock Iland DIstrict, will not reimburse for any costs connected with supplying sufficient detail to deomonstate the ability to comply with the requirement listed. In order to receive a Government award, a firm must be registered in the SAM.gov. Firms must register on a one-time basis, and annully confirm accuracy and completeness of registration information.
