Pre-Solicitation Notice For Medical and Dental Readiness Services Per FAR 36.213-2: 1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform contracted Medical and Dental Services. Estimated for $5 million. 1.2 Background: The Oklahoma Army National Guard (OKARNG) has the primary responsibility to develop, manage, and execute services in support of medical readiness. Individual Medical Readiness (IMR) and Fully Medically Ready (FMR) are the basic principles of force-sustainment for OKARNG forces. Medical and dental health is vital for force health protection; failure to achieve a standard level of medical and/or oral health could preclude a Soldier from deploying or being retained in military service. Medical & Dental Readiness is a command responsibility. The overall objective is to maintain properly trained and equipped units, available for prompt mobilization for war, national emergency, or as otherwise needed. This service will provide the assets needed by commanders to meet these objectives. Services will be required across the state of Oklahoma and contracted services will vary by event. The State role is to provide trained and disciplined forces for domestic emergencies or as otherwise required by state law. The Department of Defense (DoD) established a uniform dental classification in HA Policy 02-11. National Guard Bureau issued guidance to provide dental treatment to Soldiers outside of alert phase of the Soldier Readiness Model (SRM) by issuing NGB-ARS detailing the Army Selected Reserve (SELRES) Dental Readiness System (ASDRS) policy. DoD policy requires dental screening examinations and remediation to be accomplished and documented on 90%+ of service members. Members of the OKARNG shall receive an annual dental screening examination to determine their dental classification. Soldiers are eligible for Dental Treatment if they are Class 3 Status from examination. Soldiers outside of alert status are also eligible for treatment if they are a Class 3 Status from examination. It is essential to provide Dental Treatment that may be required at the Medical/Dental Readiness Events and SRP site to ensure the highest Dental Deployable Rate for the Non-Mobilizing & Mobilizing Soldiers. The Department of the Army established a requirement for a routine, annual Periodic Health Assessment (PHA) and Dental Examination to be conducted for all members of the Active Duty and the Selected Reserves. This program focuses on optimizing the health and wellness of Soldiers. On 29 March 2012, the ARNG achieved the (DoD) goal of 75% Fully Medically Ready (FMR) Soldiers per DoD Instruction (DoDI) 6025.19, Individual Medical Readiness (IMR). This monumental accomplishment marked the highest medical readiness percentage the ARNG has achieved in documented history. This goal increased to 80%, and then in FY2018 ARNG readiness goal was set to be 90% and above. Contracting medical and dental readiness is essential in achieving and maintaining the established medical readiness goals for the ARNG thus increasing medically deployable soldiers. 1.3 Period of Performance (PoP): The Period of Performance shall be a five (5) year ordering period and a six (6) month extension period. Orders shall be placed via Task Orders for 12-month periods and a 6-month period if contract is extended. Dates: 01 SEP 22 – 31 AUG 27 2. Place and Performance of Services: The contractor shall provide services generally between the hours of 0800-1800, on requested dates, except on recognized US holidays; or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Services will occasionally be required outside of this timeframe. Performance shall be at Armories and Facilities located across the State of Oklahoma. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized. Contractor shall be able to respond within a minimum of three (3) week notice anywhere within the state of Oklahoma. The contractor must be able to confirm availability within two (2) days of a request. Medical Readiness Events will be primarily planned during the weekend and the majority of events will be located within the Oklahoma City metro area and Braggs (Camp Gruber Training Site), but the following cities could also be chosen to host medical readiness events, other locations within the state, not listed below, could also be deemed necessary: Ada Altus Ardmore Bartlesville Braggs Chandler Claremore Durant Edmond El Reno Enid Holdenville Lawton Lexington McAlester Muskogee Mustang Norman Oklahoma City Ponca City Sand Springs Shawnee Stillwater Tulsa Vinita 3.
